The idea for a National Plan for India first came in 1938. Then then president of Indian National Congress Subhash Chandra Bose set up National planning commission with Jawaharlal Nehru as its president. The main aim of this committe was to lay out a plan to shift labor from agriculture to industries and double up National income in ten years. This was in line with the report of Economist Sir M. Visvesvarayya.
