The Nehru Report (1928) had advocated the inclusion of Fundamental Rights in the Constitution of India. The other points mentioned in Nehru report 1928 are,

1. Dominion status
2. Bicameral legislature
3. Governor General of India to be the constitutional head of India with same powers as the British crown
4. No separate electorate
5. Defined citizenship and Fundamental rights
