Article 1 of Indian constitution says, India, that is Bharat shall be a Union of States (rather than a federation of states). Dr BR Ambedkar explained the significance of the term union indicating two things:

1. Indian union is not a result of agreement of independent and sovereign states
2. The states do not have right to break away from the union.
